But in the current corruption scandal, an interesting fact is that Rifat Garipov is also the manager of the development group "First Trust," through which, according to the Central Bank, assets were schematically withdrawn from RKSB.

Garipov’s "First Trust" closely collaborated with the FSB-detained official Tukhvatullin. The urban planning and permitting department, headed by Rustam Tukhvatullin since March 2019, is one of the key departments of the Ufa city hall that interacts with construction companies. Rustam Tukhvatullin headed this department since March 2019. Before that, he was engaged in entrepreneurial activities: he headed and owned the Avangard design bureau.
